Westlake should control all utilities. It should also encourage development of utilities based upon regional demands and considerations. This would ensure consistency of cost and supply, and efficiency in provision.

Policies
New development should be responsible for construction and installation of all new utilities according to the Township's utility company's approved specifications, including off-site utilities made necessary by such development. Westlake should also encourage participation in the construction and installation of such new facilities.
All new development should be required to locate utilities below grade.
All below grade utilities should seek to follow natural drainage areas, existing easements and road rights-of-way wherever possible.
